The last line, Renewing the age of gold for the brass makes this sounds like the reputed future Henri. However, this is not certain. What is certain is that it is the future this refers to.

A ceux de l’Aigle comprins soubs la balance.
The Second World War was, to this date, the most violent and destructive war ever fought. Over forty million people died. The destruction witnessed in France in the First World War pales compared to the total destruction witnessed in Germany, Italy and Japan during the Second. France, Britain, Poland, Russia, Greece, Africa, Siam, and the various Pacific colonies, all suffered death and destruction during this war to a degree never before seen and, so far, never equaled. Mars, the great god of war, has never been in a higher position of strength then during this war.
The Allobrox are the people of Italy. Every use of the word I have ever seen connects it to Savoy, hence northwest Italy. The Lombardic people are also the Italians, just east of the Savoy people. And the Eagle is obviously the United States. Up to this war, the kingdom of the Balance rested with Britain. World War II saw the responsibility of the balance pass from the British to the Americans.
1944 was an eventful year. The United Nations, by now an alliance of over half the world, were fighting up the Italian boot. Operation Overlord saw the United Nations hit the beaches of Normandy. Operation Dragoon saw the United Nations assault the beaches of Provence (and shoving the Italians from Nice and Corsica). Northern Italy was suffering the ravages of the Italian Socialist Republic, the puppet state of Mussolini who at that time could only do the will of Adolf Hitler. Almost another year was to exist before the war would be brought to an end.

Provence and Sees are in France. Sicily and Naples are Italy. I only found various places called Ponce in the United States or Puerto Rico. Magunita, the translation that de Garenciéres gave to Magonce, is part of modern day Mainz, located in Germany. The Rhine and Cologne also are in Germany.
The last line obviously refers to the destruction of Germany due to German efforts. This occurred during the Second World War. By the efforts of Germany, a worldwide coalition was raised against the tyranny of Heir Hitler. Hitler himself built up the opposition by first attacking Poland, then attacking France, then, while Britain was opposed to him, attacking the Soviet Union, declaring war on the United States and sinking the merchant ships of Latin America. The places listed in the second line were occupied at one time or another by German troops. And, true to the first line, the destruction of the sacred was not far off. It would happen in the future of the events of this quatrain, when atheism gained dominance throughout the dialogues of Europe.

The pirates almost certainly refer to the Barbary Pirates who were in existence till the 1800's. The red one in this case is almost certainly a cardinal. The Pontiff is the head of the Catholic Church. Today he has no armies, but in the olden days he had armies. This act, whatever it was, would cause him to increase his armies. Likely, it is one of those acts that did not get recorded. Therefore, unless somebody with local connections understands the events of this quatrain, it will never be interpretable.

Et regnera Aenobarbe nez de milue.
There are several Aenobarbe quatrains. But this is one of the most important of them. It is literally saying that Aenobarbe, or Bronzebeard, is what a person, a ruler, will be called. Therefore, it refers not to any code but to the name, or nickname, of a man, a nickname that people will willingly give him.
We must wait for the fulfillment of events before we can even begin to try to understand this quatrain, beyond what little we can gather by reading it.

The red hats are obviously the College of Cardinals. Their main purpose is to elect a new pope. Here, they elect a Sabine, one who comes from the ancient Roman region of Sabia. But it does not look like the election of the new pope will go that smoothly. The sophisms are lies and false claims that will be made against the pope. The event of line 4 has not happened yet, so this definitely has to refer to the future. I do not see the Albanians being that strong by themselves, so it will probably occur when the Muslim peoples have successfully conquered Albania and are moving into Italy.

The Byzantines refers to the people around the Bosporus, in memory of the original city that was built at that site, Byzantium. The current city, Constantinople, also known as Istanbul, is built on the ancient site of Byzantium. Up to the 20th century, the Arabs, the people of the Arabian peninsula, were a relatively minor people with only one major trait – they held and guarded the ancient cities of Mecca and Medina, the central cities of Islam. The ancient Rhodian refers to the Greeks. The Hungarian south wind most likely refers to the wind that comes into Hungary from the south – Auster being the ancient Roman name for the South Wind.
The south wind came from Serbia. The Arch Duke Franz Ferdinand, heir to the Austro-Hungarian throne, was assassinated in 1914. This resulted in the greater evil, the First World War. The Ottomans would eventually join with the Allied nations of Germany, Austria-Hungary and Bulgaria, opposed to the Entente nations of England, France, Russia and Italy.
The great Arab was Emir Faisal, an ardent Arab nationalist who wanted to create an Arab state. He was opposed by the Turks who controlled Iraq, Syria, and the Levant, their power extending all the way down the Arab peninsula to control the holy cities of Mecca and Medina. They officially controlled Egypt and North Africa as well, though true power there had passed to the British at that time. Because the British were involved, Faisal collaborated with the British and, with assistance from Thomas E. Lawrence (a.k.a. Lawrence of Arabia), formed the Arab revolt that slowly captured Medina and marched up the western coast. By 1918, with the downfall of the Ottoman Turks, Faisal had control of Syria, forming the short lived kingdom of Greater Syria. But the British and the French, who had become the current rulers of Byzantium with the downfall of the Turks, objected to this. Having been given a mandate to govern Syria and wanting to keep it, the French forced Faisal out of power, betraying him.
As for the Rhodians, Rhodes was governed by Greece at that time. Greece joined the Entente forces against the Allied forces. In this fight, Greece fully established itself and achieved its current political shape. This completed the picture of the war in the Middle East.

Since the times of Nostradamus, the African fleet would have to have been the fleet of the Ottoman Empire. This ended in the beginning of the twentieth century, with the downfall of the Ottoman Empire as a result of its defeat in the First World War. Since then, it has been unlikely that a fleet could have occurred, as Hungary has been a landlocked country. So there are three possibilities. First, this this has already been fulfilled, probably in the early days before the battle of Lepanto. Second, it refers to a future event when Hungarian forces and peoples, (or the country that will control Hungary) meet up with a naval or air fleet that originates from Africa. Third, Nostradamus made a mistake and this is a quatrain that will never occur.

The key to this quatrain lays in the proper translation of ancient France. It can be ancient Gaul, which comprised lands up to modern day Belgium and Netherlands and even went into the Po river valley in Northern Italy. It could be the Empire of Charlemagne, greatest of the Carolingian kings, the first French Dynasty, which included he ancient Gaulish lands, plus much of modern day Germany, the northern half of the Italian boot and even part of modern Spain as least as far south as Barcelona. Or, it could be the tiny Isle de France, ruled by Hugh Capet, founder of the Capétien dynasty.
If you consider it to be either Gaul or the Kingdom of Charlemagne, then Northern Italy becomes part of ancient France. In either case, Ambrogio Damiano Achille Ratti, born in Desio a town in Milan, was born in ancient France. He beat out the early favorite, the Spanish cardinal Merry del Val y Zulueta and became Pope Pius XI. The enemy is Hitler and Nazi Germany. The promise is the terms of the concordant agreed to between Heir Hitler and Pope Pius. But even as the pope’s life grew to a close, the treachery of the Nazis was quite apparent.

The only question is the first line, concerning the brothers of the lily. This is curious, unless it refers to fascism or the lily of death. If either is true, then this quatrain certainly fits Hitler and Mussolini. Greater Romania, or Greater Rome, was Mussolini’s claim. He wanted to re-establish the Roman Empire. But he was more cautious than was Hitler, who had the stronger army. Italy trembled during the early years of the Second World War, preferring to stay out of it when Hitler started the assault on Poland, and only joining in when it was evident that Hitler was successful in France. The assault on the strong of Armenia can only refer to the Soviet union and its Armenian born leader, Joseph Stalin.
