The only Betta I found was in the Russian Federation, on the coast of the Black Sea. Scarbance is obviously a place, as is Emorte, but I cannot find them. Vienna is the only place found.
Pannonia was the ancient Roman provence that was located in what is today Hungary, Northern Serbia and Northern Croatia.

Sorbin is a village in modern day southern Poland. Bude is a small town in North Cornwall, England. The timing of the quatrain is determined by the third line B the Chief of Byzantium can only refer to the Grand Turk, the leader of the Ottoman Empire. Slavonia was all the lands settled by the Croats. It therefore refers to the northern European lands of the Ottoman Empire. The herald from Bude would have to refer to an English or British herald. Sorbin would have been part of Poland, or Austria, or Russia, depending on when the quatrain was fulfilled. As for the reference to Salon of Slovenia, the only place I can find is Salona, a set of ruins in modern day Croatia.
The way the quatrain plays out, it seems almost impossible for it to be fulfilled in the future, even during the Anti-Christ war. So almost certainly, this quatrain is either one that will never be fulfilled, or it has been fulfilled. But the question is, which? My researches reveal nothing to me. I must leave this to the reader to figure out.

The second line sounds like the green movement that is starting to take hold in the world. Nostradamus would know of the green movement from his visions and would recognize the name used; it is, after all, named after a common color.
Regarding the rest of the quatrain, Ragusa, a city in Italy, was the only city of line 1 I could find with any certainty. Cydron could be Cidron, but I still cannot locate it. As for the city of Saint Hieron, I found only one Saint Hieron, a Christian martyr who died in Melitenel which is modern day Malatya, eastern Turkey. Ongrie of line 4 is obviously Hungary. That said, Hieron on line 1 and heron on line 3 were made to rhyme, so I suspect one, if not both, words are actually different.

Note on Translation: I took the liberty of translating Duc to Duce instead of Duke, but I hope that people forgive me this one indiscretion. It is literally true. As Mussolini was nominally under the King of Italy, he was not the official ruler, but only a Duke, or Duce, of Italy.
Sicily had been invaded and the United Nations were getting ready to invade the Italian mainland. The Fascist Grand Council had been convoked for the first time in the war and the Duce, Mussolini had received a stinging setback. He still hoped to lead the country, yet did not know how. At this point, the King of Italy intervened. Mussolini traveled to the Royal Abode where the king triggered his long thought plan to depose Mussolini. Promising to look after Mussolini’s protection, he sent the now deposed Duce out of the palace, where a Carabinieri captain urged Mussolini, for his protection, to climb into an ambulance van. Mussolini did so, and the van, his chariot, whisked him away to detention. The change of the Column was the deposing of Mussolini and the ascension of Marshal Badoglio to the office of Prime Minister of Italy.
It unleashed all the fury of Hitler and Nazi Germany upon Italy. Hitler was determined to prop up his friend who had stood by him early on. He sent his troops who liberated Mussolini, setting him up as a puppet governor. In this, they became those of Venice for the purposes of this quatrain. They surrounded Rome, establishing a firm line. Anti-Jewish laws were brutally enforced and Jews were rounded up wholesale to be shipped to the extermination camps. They became the conquerors of Italy that Italians hated. Mourn indeed, cities of northern Italy!

There have been several times when Rome has been invaded. The last time, the Second World War, was pretty much as described in this quatrain.
During the earlier stages of the Second World War, the Italians lost many troops to British attacks. They were successful only when supported by the Germans, both in Greece and in Africa. But it was after Italy was invaded and surrendered that the events predicted by the quatrain begins.
Italy was divided upon itself. There were Italians who supported Mussolini in the Salo Republic, but the vast majority opposed Mussolini and his master, Heir Hitler. Italians fought with the allied forces as they slowly fought their way up the Italian peninsula. The city of Rome suffered very little, it was declared to be an open city and the Nazis abandoned it when it became obvious that they could not defend it without it being destroyed. For this reason, Rome escaped the physical destruction that the rest of Italy suffered. Nevertheless, it can be assured that many citizens of Rome died during the long and arduous march up the boot that took several years to accomplish.
In the end, over 156,000 civilians died, in addition to the military personnel who died directly fighting the Germans. It was a vast bloodletting that the Italians never forgot. All because of one very intelligent writer, Benito Mussolini.

The Prime Minister of Britain, in London, has only recently become somewhat servile towards the wishes of the President of the United States. The process started during the Second World War when Churchill had to deliberately tie his country’s fortunes to that of the United States. But the part about the Isle of Scotland is curious. Scotland is not an island in and of itself, it is part of the Britannic Isle. One would think that Nostradamus would not get something like this wrong. But then, there is this consideration: While England is safely far from the “Ring of Fire” where most earthquakes occur, yet due to plate teutonics, England does have occasional earthquakes. So, it is possible for England and Scotland to be separated and there to be an actual Isle of Scotland.
King Reb is a curious one. He sounds like a Scottish leader of some importance, though to say that he will be an actual king is probably going a bit far. That said, kings of old were primarily the supreme generals of the national army, so Reb could be the one in overall command of Scotland and the Scottish forces at the time this quatrain is fulfilled.
This is the future, however you look at it.

The planetary configuration listed in line 2 and 3 is quite rare. In fact, since Nostradamus first published the quatrains, it has not occurred. Many times has Saturn been in Capricorn, but Jupiter was not in Taurus at the same time till 1988. Even so, the key is the other three planets at the same time. At the same time that Saturn is in Capricorn and Jupiter in Taurus, Mercury must also be in Taurus, Venus in Cancer and Mars in Virgo. According to astrological calculations, this planetary configuration will not happen in the 21st or 22nd centuries. This has to be far in the future.
A possibility is that two charts are being talked about. The second line refers to Saturn in Capricorn with Jupiter and Mercury in Taurus, which occurred in May 1988. It will not happen until the first day of May 2107. This is, of course, by the Gregorian Calendar. By the Julian Calendar that Nostradamus knew, it would be true of May 1988 only. The third line could refer to a birth chart, indicating that this is a wartime chart.
There is a third possibility. A person born under one line, governing a nation in another line, would cause warfare where bombs (hail larger than eggs) dropped during the month of May.
A final possibility is that Nostradamus made an error in calculation (a distinct possibility) and that this quatrain will never be fulfilled. He saw a specific event and miscalculated what the planetary configuration of the time would be.

Two nations have had the Armies of the Sea. They were British before the Second World War, the Americans afterwards. This quatrain deals with an event during the transition time.
The event is the Second World War. The city is Dunkirk. The Army of the Sea is the British army. They stood in front of the city for a while as the Germans crept towards it, all the while the army left in the most direct manner possible, straight across the sea. To be fair, they took with them a sizeable number of French soldiers as well and would have taken a sizeable number of Belgium soldiers if they had not surrendered. The people who remained, both the soldiers and citizens, were prey to the German onslaught. In 1944, both armies of the sea, the British and the American armies, crossed the channel to Normandy. Dunkirk was liberated soon afterwards.

The key to this quatrain is the word Ambellon.
L’œil par objet sera telle excroissance,
Tant & ardante que tombera la neige,

Que le primat succumbera à Rege.
Rege is a word that was altered to rhyme with neige in line 2. The key to this quatrain is to understand what city or town Rege really is. The closest I can find is Regen, Germany.
Rege could be an anagram. I can think of nothing more.
